David Adame

President and CEO, Chicanos Por La Causa


David came to Chicanos Por La Causa (CPLC) in 2008, first serving as chief economic development officer before rising to the position of president and CEO. On behalf of CPLC, he has helped raise more than $250 million in resources from government agencies, corporations, and foundations all during one of the most severe recessions in U.S. history. In addition, David has completed 12 Arizona real estate development projects valued at more than $60 million and has significantly expanded the number of for-profit business ventures that are owned and operated by CPLC, supporting the organization’s goal of self-sufficiency.

Prior to joining CPLC, David served as vice president of Arizona operations for McCormack Baron Salazar, Inc. In this capacity, he oversaw the Matthew Henson HOPE VI project, which transformed the City of Phoenix’s public housing buildings into mixed-income, mixed-finance, and mixed-use communities. Previously, he held positions with JPMorgan Chase & Co. and Fannie Mae.

David is greatly admired as a man of faith, as well as for his commitment to family and his dedication to being a strongly principled business and community leader.

Chief Debora Black

Police Chief, City of Prescott


Chief Debora Black joined the Prescott Police Department in July 2016, bringing more than 36 years of professional law enforcement experience.

Prior to joining the Prescott Police Department, Chief Black served as chief of police for the City of Glendale for four years, preceded by five and half years as assistant chief. She began her career in 1980 as a patrol officer with the Phoenix Police Department, where she worked her way through the ranks, ultimately being promoted to assistant police chief in 2000. During her career, Chief Black has been awarded the Medal of Valor, three Medals of Lifesaving, and two Police Chief’s Unit Awards.

Chief Black is an executive fellow for the Police Foundation, dedicated to enhancing policing through innovation and science. She serves as board chair for the Boys and Girls Clubs of Central Arizona and is proud to be a Big in Blue to Little Sister Kirra through Yavapai Big Brothers Big Sisters, one of a variety of local charitable organizations with which she is active. The YWCA honored her as the Public Service Leader of the Year in 2008.

Chief Black earned her Master of Public Administration and Bachelor of Science degrees from Arizona State University. She attended the Harvard University Kennedy School of Government Senior Executives in State and Local Government program and has earned a Certificate in Legal Studies from Phoenix College.

Steve Dudley, PharmD, DABAT

Arizona Poison and Drug Information Center


Steve Dudley is the interim director for the Arizona Poison and Drug Information Center (AZPDIC), a center of excellence at the University of Arizona College of Pharmacy. The center fields approximately 150 calls per day from throughout the state and is staffed with toxicology specialists equipped to handle questions and provide information about poison and drug exposures.

Steve graduated from the University of Arizona College of Pharmacy in 2015 and completed his toxicology fellowship at AZPDIC in 2017. His fellowship focused on the assessment and treatment of patients presenting with pharmacological toxicity, overdose, and venom poisoning.

Previously, Steve spent nine years in retail pharmacy.

In addition to his director duties for the poison center, Steve serves as the director of the AZPDIC Clinical Toxicology Fellowship program and as a director for the Opioid Assistance and Referral Line (OAR Line) for the state of Arizona.

The Honorable Sean Bowie

Arizona State Senator


State Senator Sean Bowie and his family first moved to Maricopa County in 1994, drawn to the area’s strong public schools and quality way of life.

He graduated from Arizona State University (ASU) with degrees in political science and history and received his master’s degree in public policy and management from Carnegie Mellon University. Following graduate school, he worked as a management consultant with Fortune 500 companies from across the globe. He then returned to his alma mater to lend his expertise to the ASU Provost’s office, working on expanding need-based financial aid for working Arizona families, increasing resources for first-year students, and expanding online educational opportunities and increasing access for students.

Since joining the Arizona State Legislature in January 2017, Senator Bowie has fought for good, sensible public policy at all tiers of government — from the local level all the way to Capitol Hill. He has worked with stakeholders and elected officials on a range of projects, including education reform, expanding access to healthcare, and protecting Social Security. Through these endeavors, he has sought to make government more effective and responsive to the needs of a 21st-century economy.

In addition to his role in the Senate, Senator Bowie also works as a professor of practice in the School of Public Affairs at ASU. He teaches undergraduate courses on leadership, ethics, public policy, and the state legislature.

Diana Yazzie Devine

President and CEO, Native American Connections


Diana “Dede” Yazzie Devine has been working with Native American urban and tribal entities since 1972 and has served as president and CEO of Native American Connections (NAC) since 1979. NAC offers research-based behavioral health counseling services integrated with Native cultural and traditional healing practices. In addition, NAC developed, owns, and operates affordable housing for working families and permanent supportive housing for homeless individuals.

Dede has an MBA from Arizona State University and was inducted into the ASU W.P. Carey School of Business Hall of Fame (2012). She also holds international and state licenses in substance abuse counseling. The organizations to which she has dedicated her time include: Native Home Capital; Maricopa Association of Governments HUD Continuum of Care; Maricopa Integrated Health System; Phoenix Community Development & Investment Corp; Arizona State University Lodestar Center for Philanthropy & Nonprofit Innovation; Federal Home Loan Bank – Affordable Housing Advisory Board; St. Joseph’s Hospital and Medical Center; St. Mary’s High School; and the Robert Wood Johnson Foundation.

Her leadership and dedication have been recognized within the community with the following honors: Valley Leadership’s Woman of the Year; YWCA’s Business Leader Award; Arizona’s Centennial Legacy Project – Arizona’s 48 Most Intriguing Women; Phoenix Business Journal’s 25 Most Admired CEOs; and Arizona Interfaith Movement Golden Rule Award. In May 2017, she presented the convocation speech for Arizona State University’s College of Public Service and Community Solutions.

Marchelle Franklin

Human Services Director, City of Phoenix


Marchelle Franklin is director of the City of Phoenix Human Services Department. In this role, she manages an $85 million budget and leads more than 375 employees providing services in the areas of emergency and short-term financial assistance for individuals and families; senior programs; business and workforce development; Head Start programs; outreach, emergency shelter, and supportive services for individuals and families experiencing homelessness; and comprehensive services to victims of domestic violence and sexual assault.

Marchelle has 30+ years of experience in the public and private sectors with a strong background in public-private partnerships, developing and influencing public policy, community development and engagement, economic development, legislative affairs, strategic planning, and human resources management. She earned an MBA in finance from Grand Canyon University, a B.S. in business administration from the University of Phoenix, and completed the Executive Development Program in Human Resources Consulting and Strategy Development at the University of Southern California. She serves on the boards of the Black Chamber of Arizona (board chair) and the Fiesta Bowl and is a member of the International City/County Management Association and the National Forum for Black Public Administrators.

The Honorable Kate Brophy McGee

Arizona State Senator


Kate Brophy McGee is a third-generation Arizonan who was first elected to the Arizona House of Representatives in 2010 and served three terms. She began serving her first term in the Arizona Senate in 2017. Prior to her election to the legislature, she served for nearly a decade on the Washington Elementary School Board, and was appointed by two Arizona governors to serve on the Arizona School Facilities Board.

Senator Brophy McGee is vice chair of both the Senate Health & Human Services Committee and the Senate Education Committee and is a member of the Transportation & Technology Committee. She is a member of the Joint Legislative Oversight Committee of the Department of Child Safety. The senator has been widely acclaimed for her legislative accomplishments, which include enacting lifesaving legislation for uninsured women diagnosed with breast cancer; the establishment of the Department of Child Safety; and leading the 2016 bipartisan charge to revive and enact KidsCare, providing coverage to 30,000 uninsured Arizona kids. Most recently, Senator Brophy McGee sponsored the historic legislation extending Prop 301, the .06 cent sales tax dedicated to K-12 education, for 20 years. The bill passed with a supermajority vote of the legislature and ended the 2021 fiscal cliff.

James Napoli, MD, MMM

Dr. Napoli serves as the chief medical officer (CMO) for Blue Cross Blue Shield of Arizona (BCBSAZ), the state’s largest locally owned insurer.

In addition to providing clinical leadership for the company, Dr. Napoli directs strategic healthcare innovations and provider partnerships. He is passionate about creating innovations and programs designed to foster and enhance relations between BCBSAZ, its subsidiaries and affiliates, hospitals and providers.

He also plays a vital role in creating outcome-driven quality initiatives and programs designed to improve healthcare services to BCBSAZ members, and maximize system efficiencies.

Napoli is Board Certified in Internal Medicine with over a decade of clinical experience in hospital medicine and physician leadership roles including: Credentials Chair, Quality Assurance Chair, Medicine Chair and Vice Chief of Staff at Arrowhead Hospital, Glendale, AZ.

He also served as a Medical Director for OptumHealth in the medical management and quality improvement areas for Medicare Advantage membership. He led multiple projects that supported care management innovation and lead to shared savings models for primary care physicians.

Dr. Napoli holds a Masters of Medical Management degree from University of Southern California, a Doctor of Allopathic Medicine degree from Medical College of Ohio, and a bachelor’s degree from Ohio State University.

Barbara Ralston

Executive Director, Keogh Health Connection


Barbara Ralston serves as the executive director at Keogh Health Connection, which supports individuals living at or below the poverty level with enrollment in healthcare and referrals to other community resources. Barbara oversees the efforts of Keogh’s 18-person bilingual staff, who are embedded in the community working with a broad array of public and nonprofit partners, and manages the organization’s $1 million annual budget.

Prior to joining Keogh, Barbara served as CEO of Homeward Bound, a nonprofit devoted to providing housing and wraparound social services to homeless Arizona families. During her tenure, Barbara set a new strategic direction for Homeward Bound, establishing new internal financial controls that allowed the organization to deliver a sustainable model that operates on a zero-based budget. Previously, Barbara spent four years as president and CEO of the Fresh Start Women’s Foundation, providing women in Arizona with education, resources, and support to positively transform their lives.

In addition to lending her leadership skills to Blue Cross Blue Shield of Arizona, Barbara has supported numerous local, state, and national organizations throughout her career. She is active in the Valley Leadership Alumni Association, Charter 100, and the Arizona Women’s Forum. She has also received many recognitions, including the Phoenix Business Journal Lifetime Achievement Award, the YWCA Business Leader Tribute Award, and the Valley Leadership Woman of the Year award, among others.

Shannon Scheel

Director of Drug Prevention and Education Initiatives, Maricopa County


Shannon Scheel is the director of drug prevention and education programs for the Maricopa County Sheriff’s Office (MCSO). Director Scheel is responsible for all drug-related programs in the MCSO, which includes coordinating with all internal MCSO stakeholders and outside county agencies who are involved in drug prevention and education. He is also responsible for the office’s focus on working with area coalitions, nonprofits, educators, and treatment providers as they relate to drug use programs.

Prior to joining the MCSO, Director Scheel devoted more than 28 years to the Phoenix-area office of the Drug Enforcement Administration, where he served as a criminal investigator.

He received his Master of Justice Studies degree from Arizona State University and studied criminal justice and corrections at the University of Wisconsin-Platteville.

Alonzo White, MD

Enterprise Medical Director - Community Health Interventions
Blue Cross Blue Shield of Arizona


Dr. Alonzo White serves as enterprise medical director for community health intervention for Blue Cross Blue Shield of Arizona (BCBSAZ), the state’s largest locally owned insurer.

In this role he oversees the company’s substance intervention-related activities, including additional ways BCBSAZ can help stem the opioid crisis in the state.

Guided by Dr. White’s experience and expertise, BCBSAZ is committed to working alongside state officials, community organizations, providers, and individuals to reverse the trend on substance abuse and misuse in Arizona. He has seen firsthand the far-reaching impact of addiction, including patients’ personal struggles to overcome opioid dependency.

Most recently, Dr. White served as Aetna’s chief medical officer for the company’s Medicaid line of business. He also held medical director roles with Coventry Health Care in Bethesda and Anthem in Atlanta.

Dr. White is a Certified Physician Executive by the American College of Physician Executives, board-certified in internal medicine and pulmonary disease, and white belt- and yellow belt-certified in Lean Six Sigma principles.

Mary Jo Whitfield

Vice President of Behavioral Health, Jewish Family and Children’s Services


Mary Jo Whitfield, MSW is the vice president of integrated health for Jewish Family and Children’s Service (JFCS). Ms. Whitfield has worked in the behavioral health field for more than 40 years. She has wide-ranging experience developing and implementing programs within Medicaid systems that provide services to children, families, persons with substance abuse disorders, and persons with serious mental illness.

Prior to joining JFCS, Ms. Whitfield held the position of chief clinical officer for ValueOptions, the Regional Behavioral Health Authority for Maricopa County at that time. There, she managed the operations of the adult clinics serving persons with serious mental illness and directed the clinical administration, children’s services, program development, program management, and crisis services areas.

In addition to her involvement with the Blue Cross Blue Shield of Arizona Substance Use Disorder Advisory Committee, Ms. Whitfield has served on numerous community boards, including the Maricopa Health Centers Governing Council; Partners In Recovery Vision and Strategy Council; Partners In Recovery Program Committee (chair); Arizona Substance Abuse Task Force; and the Governor’s Office of Youth, Faith and Family Angel Initiative.

Christine Wiggs, PhD, MPH, MS

Director of Community Health Interventions and Health Equity
Blue Cross Blue Shield of Arizona


Dr. Wiggs provides strategic leadership and oversight for all Blue Cross Blue Shield of Arizona (BCBSAZ) Community Health Intervention efforts, including Mobilize AZ. The Mobilize AZ initiative is multi-faceted and targets many of Arizona’s most important health issues including substance use, mental health, diabetes, and social determinants of health. Prior to joining BCBSAZ in June 2018, Dr. Wiggs held senior leadership roles in the Medicaid arena — at both the health plan and national level — leading Aetna Medicaid’s national health equity and social determinants of health strategy. Dr. Wiggs built her public health-focused career at the University of Arizona where she led community-based applied research and evaluation initiatives, serving vulnerable populations including substance using, HIV/AIDS, and homeless youth and adults.

A member of Valley Leadership’s Class 41, Dr. Wiggs represents BCBSAZ as strategic partner on the Opioid Health Impact Maker team. She also serves on the Arizona State University – Center for Applied Behavioral Health Policy’s Medical Advisory Board.  Dr. Wiggs received her Bachelor of Science from Gonzaga University, and holds a Master of Public Health, Master of Science, and Ph.D. from the University of Arizona. A native Arizonian, Dr. Wiggs is passionate about working closely with local communities to build the resources and capacity needed to improve the health of all.

Chief Jeri Williams

Police Chief, City of Phoenix


In October 2016, Jeri L. Williams was appointed chief of the Phoenix Police Department, the state’s largest. She oversees all activities of the department, which provides law enforcement services to the fifth largest city in the United States, spanning more than 519 square miles with a population of 1.6 million people. Chief Williams directs a staff of nearly 4,000 employees and manages an annual budget that exceeds $600 million.

Chief Williams is a 30-year law enforcement veteran and an accomplished police executive. Under her leadership, the Phoenix Police Department is advancing a number of progressive strategies essential in contemporary law enforcement. Previously, she served nearly six years as police chief in Oxnard, California where she advanced police-community relationships and oversaw the implementation of police body-worn cameras. Chief Williams began her law enforcement career with the Phoenix Police Department, retiring as an assistant chief after 22 years of service in order to accept the post in Oxnard.

Chief Williams earned a Bachelor of Arts degree in fine arts from Arizona State University and a master’s degree in education from Northern Arizona University. She is a member of the International Association of Chiefs of Police (IACP), the Major Cities Chiefs Association (MCCA) and the Arizona Association of Chiefs of Police (AACOP).
